Rule 4.2.6 may only apply to what a Fuel Rod must look like when the field is set up before a match, but in the fourth paragraph it says a Fuel Rod (Active or Depleted) is composed of exactly (5) [red or black] checker pieces stacked on top of one another interlocked. Does this contradict the note in Rule 4.3.8, or does Rule 4.3.8 take precedence since it is a specific game task?

Awesome question! The intent of the "interlocked" definition was to define how the checkers would be initially set up. It was not intended that the Rod would be required to remain "interlocked" - I felt that would add a level of complexity that is not reasonable for this game. Rule 4.3.8 will indeed take precedence, as it is a specific game task, and the definition of "Meltdown" (and thusly the definition of when a "Rod" ceases to be a "Rod") will be derived specifically from 4.3.8 - the only difference between the "working" definition of a "Rod" in 4.3.8 and the "static" definition given in the second paragraph of 4.1 is the requirement of "interlocked." Section 4.2.6 is merely setup instructions, and should not be referenced beyond initial mat configuration and setup.
