Maybe this has already been answered in a previous topic. Must the rods (red checkers) 100% cover the inner circle of the nuclear reactor mark? Is touching this inner circle sufficient enough? Any explanation would be appreciated.

The exact phrase used in the rules is, "Points awarded for each Inner Reactor with an Active (red) Fuel Rod touching it" - this means the Active (red) Fuel Rod must be touching the mark. Completely covering the circle fits this description (though the checkers are not large enough to do so), but so does having some part of the Rod barely touching the outside edge of the mark. The idea was not to force robots to be "perfect" (since the mat placement and/or robot actions aren't always "perfect") but the robots still must bring the Rods to the mark. You get points for each Inner Reactor that has an Active (red) Fuel Rod touching its printed mark in some way.
