I'm not clear on the shims. Can the shims move as long as it stays in the circle. I

As far as I know, they are only there to be in your way just as you wouldn't expect the surface of mars to be smooth. If they move, they move. But you can't touch them.

Absolutely your satellite tower can move the shims.

What rule are we using to apply to the robot moving the shims? Why wouldn't the bot be able to plow its working area clear of debris in a real-world scenario?

I don't believe there is any rule limiting what can be done with the shims other than being moved by human interaction.
