If the robot is picked up and reset during the competition, but at the time of the touch penalty it has checkers/cotton balls/ice in its 'possession', do those get removed from the robot or do they stay on the robot when it gets reset?

They stay with the robot unless:
1. They fall off
2. They are touched by a student

If either of these occur the referee will remove the game pieces.

Is there a specific rule that states this? All I can find is 2.2.2 which makes it sound like the pieces would have to be removed from the robot since they are technically moving when it is recovered.

Rule 2.2.2 only covers recovery of the robot.

There is no rule that requires the game supplied pieces to be separated from the robot. However, section 1.4.5 does State that team supplied pieces (tower and ALF) must be separate from the robot.
