Post subject:  Debris Containment

I have a group that wants to build a "vacuum" to use in the debris containment. Is this a legal move? I can't find where is says they can, but I can't find where it says the can't.

You are not allowed to use non-lego electric parts. This is detailed in 3.1 of the admin manual. If they somehow manage to create a vacuum from only lego parts and motors, sure they can do that. But they would not be allowed to disassemble an already made vacuum and attach it to their robot somehow.

I couldn't find "on top" of in any of the rules or guides for this year's competition when referring to the communications tower, only "touching."
