Team was wondering if a piece of felt could be adhered to a LEGO piece that touches the mat in order to reduce friction. The piece of felt has adhesive on one side and would stick to the LEGO piece. Thanks.

Rule 3.1.7 is the only rule that pertains to using any kind of adhesive on LEGO parts. That rule says that glue or any permanent adhesive is not allowed - if you can prove that the adhesive being used is not a permanent or chemically-altering adhesive (the adhesive used on tape is an example of an allowed adhesive) then it would be legal. That is, so long as you also prove that the LEGO items the adhesive is in contact with are receiving no structural benefit from the adhesive.
