The rules are intentionally lacking information regarding programming languages. This is because there are no restrictions on programming language for TCEA Arena robotics.

Indeed. Rule 3.1.1 does allow either NXT or RCX Mindstorms systems to be used. There are multiple programming languages for both, and any are allowed.
